HVAC Rebates & Incentives in Berkeley & the East Bay
The federal 25C tax credit has expired, and the TECH Clean California and HEEHRA single-family programs are reserved statewide. Some utility, city, and manufacturer rebates are still available. This page documents which programs are active, which have ended, and what to confirm before scheduling installation.
Active Heat Pump Incentive Programs
Ava Community Energy serves Alameda County except the City of Alameda, and MCE serves listed Contra Costa County communities, including El Cerrito and Richmond. PG&E delivers the electricity for both. Check which provider serves your address before applying — the programs below are not interchangeable.
Ava Community Energy
Alameda County — Ava’s website has a tool that finds incentives you’re eligible for based on the information you enter. Its Savings & Incentives page does not list a heat pump HVAC rebate amount, so check the tool for your address.
MCE / Marin Clean Energy
Contra Costa communities served by MCE — MCE lists a rebate of up to $400 per 500 sq ft for installing a heat pump heating and cooling system. It’s for MCE customers who own and have lived in their single-family detached home in MCE’s service area for at least 12 months.

City Rebates: Albany & Piedmont
Income-qualified — The City of Albany’s Heat Pump HVAC Rebate Program lists $3,000 (moderate-income) and $6,000 (low-income) for a ducted heat pump system. Starting June 1, 2026, the City of Piedmont’s heat pump rebate is income-qualified only: $1,500 (moderate-income) or $3,000 (low-income) for a ducted system or a ductless system with 3 or more indoor units.
Programs That Have Ended
These programs appear frequently in search results and older guides. They are no longer available. Do not factor them into your installation budget.
Federal Section 25C Tax Credit
Covered improvements through December 31, 2025. The federal credit was 30% of qualified expenses, up to $2,000 a year for heat pumps. To claim it for equipment installed in 2025, file IRS Form 5695 with your 2025 tax return.
TECH Clean California
Reserved statewide November 14, 2025. TECH Clean California’s single-family heat pump HVAC and heat pump water heater incentives are reserved statewide as of November 14, 2025.
HEEHRA & BayREN Heat Pump Rebate
HEEHRA fully reserved February 24, 2026. Single-family HEEHRA rebates are fully reserved statewide, and no new income verification requests are being accepted. BayREN heat pump rebate ended April 2024. BayREN says its heat pump rebate is no longer available as of April 2024.
Manufacturer Rebates
Carrier Cool Cash applies to qualifying Carrier heating or cooling products, not only heat pumps. Aarvaks confirms any active manufacturer offers at the time of your estimate.
Carrier Cool Cash
Purchases August 1, 2026 – November 20, 2026 — up to $2,100 on qualifying Carrier heating or cooling products. Equipment must be installed and claims submitted by December 20, 2026. Carrier says its financing offer may be combined with Cool Cash rebates only when the equipment is installed by a Carrier Factory Authorized Dealer. We confirm eligible equipment at your estimate.
Bosch
We install Bosch heat pump and mini-split systems and will flag any active Bosch promotions at the time of your estimate.
Mitsubishi Electric
We install Mitsubishi heat pump systems and will flag any active Mitsubishi promotions at the time of your estimate.
Frequently Asked Questions
Which HVAC rebate programs are still active in the East Bay in 2026?
Active programs for heat pumps in the East Bay include MCE’s heat pump rebate (up to $400 per 500 sq ft, in communities MCE serves) and income-qualified city rebates in Albany and Piedmont — see our Albany and Piedmont pages. Ava Community Energy has an incentive lookup tool for Alameda County addresses. Carrier Cool Cash offers up to $2,100 on qualifying Carrier heating or cooling products purchased August 1, 2026 through November 20, 2026. The federal 25C tax credit, the TECH Clean California and HEEHRA single-family incentives, and BayREN’s heat pump rebate have ended or are fully reserved.
Is the federal HVAC tax credit still available in 2026?
No. The Section 25C credit was 30% of qualified expenses, up to $2,000 a year for heat pumps, and it covered improvements made through December 31, 2025. If you installed a qualifying heat pump in 2025, file IRS Form 5695 with your 2025 tax return to claim the credit.
What is the difference between Ava Community Energy and MCE?
They are separate community choice aggregators. Ava Community Energy serves Berkeley, Oakland, Albany, Piedmont, Emeryville, and other cities in Alameda County; MCE serves Contra Costa County communities including El Cerrito and Richmond. PG&E delivers the electricity for both, and each provider runs its own programs.
Can I stack multiple HVAC rebates?
Each program sets its own rules on combining with other rebates. We confirm what can be combined for your project at the time of your estimate so the savings are factored into the total before any work begins.
Are there rebates for AC or furnace replacement, not just heat pumps?
Utility heat pump rebates such as MCE’s are for heat pump systems. Carrier Cool Cash applies to qualifying Carrier heating or cooling products. We confirm what applies to your specific equipment at the estimate.
What is the BayREN EASE program and who qualifies?
BayREN’s EASE Home program covers 80% of the cost of essential weatherization upgrades such as insulation and duct sealing, so your share is capped at 20% of the project cost. It’s for PG&E customers with household income at or under 120% of area median income who live in a single-family home (four or fewer units) built before 2010. Heat pump HVAC equipment may have to be paid for in full, though BayREN can help with rebate applications. Call (866) 998-8655 or visit bayren.org.
